Hwb Awen is a once-in-a-generation investment in our people, equipping them with the skills, confidence and resilience needed to keep the communities of North Wales safe now and for decades to come.
We aim to create a fit-for-purpose training and development centre that supports all core NWFRS training activity from one location.
Hwb Awen will provide:
- Realistic operational training environments
- Modern classrooms and learning spaces
- Facilities that support command, leadership and specialist skills
- High-quality welfare, recovery and rest areas
- Fully accessible buildings designed for inclusive use
By consolidating training into one site, the Service will reduce unnecessary travel, improve consistency and quality, and make better use of public resources.
The Service has already secured the site at St Asaph as part of its wider estates strategy.
The Service will continue to self-fund all feasibility, design development, planning and technical documentation activities.
Following this, the Service intends to seek Welsh Government capital funding, to deliver construction, fit-out and commissioning.
The approach to delivery will use established public-sector frameworks. This ensures transparency, value for money and social value and includes strong governance, risk management and professional oversight.
Subject to planning approval and funding, Hwb Awen is expected to be completed and operational in 2029.
